Exdirector de Finanzas de IFA/IDEA admite que se pudieron pagar ayudas de los ERE con fondos propios

Pablo Millán Márquez, director de Administración y Finanzas del Instituto de Fomento de Andalucía, posterior Agencia IDEA), entre los años 1988 y 2004, ha admitido este martes que pudieron pagar ayudas sociolaborales a trabajadores y a empresas en crisis de los ERE irregulares con fondos propios del instituto.

El exdirector de Finanzas, durante su declaración como testigo en el juicio que celebra la Sección Primera de la Audiencia Provincial de Sevilla contra 22 ex altos cargos del Gobierno andaluz por el caso de los ERE, ha manifestado en varias ocasiones que IFA/IDEA no pagaba las ayudas concedidas por la Dirección General de Trabajo si no había un convenio firmado y si no había disponibilidad líquida del dinero transferido por la propia Dirección General con cargo al programa presupuestario 31L.

A preguntas del presidente del tribunal sobre si el IFA pagó convenios sin contar con fondos, Millán Márquez ha señalado que «no lo sabe», pero ha indicado que «pudo ocurrir, una o dos veces, que se pagaran con fondos propios» si se tenía «garantías» de que desde la Dirección General de Trabajo se aportarían fondos y después se reponían.

Millán Márquez, que ha recordado que conoció el convenio marco pero que éste no tenía contenido económico, ha explicado que los convenios particulares llegaban firmados por el director general de Trabajo y el director general del instituto para su abono, precisando que más que un convenio era «una orden de pago».

Millán Márquez, who recalled that he knew the framework agreement but that it had no economic content, explained that the individual agreements were signed by the general director of Labor and the general director of the institute for payment, stating that more than an agreement was «a payment order».
