La Fiscalía de Barcelona ha solicitado al Juzgado de Instrucción 13 de Barcelona, que investiga la logística del 1-O, que procese también por organización criminal a 28 de los 30 investigados, entre ellos el secretario de Comunicación y exsecretario de Difusión de la Generalitat, Antoni Molons; a la vicepresidenta y presidenta en funciones de la CCMA, Núria Llorach, y a los directores de TVC, Vicent Sanchis, y Catalunya Ràdio, Saül Gordillo, y a excargos del Diplocat. La Fiscalía considera que una organización criminal es «cualquier red estructurada, sea cual fuere la forma de estructuración, que agrupe a una pluralidad de personas con una jerarquización y reparto de tareas». El 9 de abril, el Juzgado de Instrucción 13 de Barcelona procesó a 30 investigados en la causa abierta por los preparativos del 1-O en 2017, la mayoría de ellos excargos públicos del Gobierno de Carles Puigdemont.
