Las reuniones bilaterales para intentar desbloquear las negociaciones del fondo europeo de recuperación y el presupuesto comunitario para los próximos siete años han retrasado el inicio formal de la tercera jornada de la cumbre, que estaba previsto para las 12.00 horas de este domingo. La canciller alemana, Angela Merkel, y el presidente francés, Emmanuel Macron, han sido de los primeros en llegar al edificio Europa de Bruselas, donde tiene lugar la cumbre, para mantener una reunión privada con Michel y la presidenta de la Comisión Europea.
