Ha explicado que la idea es crear un gobierno civil que se mantenga en la zona. Las autoridades de Gaza han cifrado en más de 10.800 los palestinos muertos, entre ellos 4.800 niños, por los ataques del Ejército de Israel; en Cisjordania ya son más de 170 los fallecidos.
