Quedarán amnistiados los líderes del procés de 2017: los huidos a Bélgica con Carles Puigdemont a la cabeza. Su regreso a España se acelera. Desaparecerá la inhabilitación para los encarcelados e indultados. Junqueras, Rull, Turull, Romeva, Bassa y Forn y para Jordi Cuixart, Jordi Sánchez y la expresidenta del Parlament Carme Forcadell. Olvido penal también para Marta Rovira, huida, procesada por desobediencia en el Supremo e investigada por la Audiencia Nacional por el Tsunami Democrátic. Protestas que también abarca la medida de gracia. La ley excluye las causas por terrorismo, pero solo si hay sentencia firme. No la hay contra los CDR. Beneficiados también 73 policías procesados por su actuación durante el referéndum ilegal de 2017. No se amnistiará a Laura Borrás, el abogado de Puigdemont Boyé y los Pujol. Sus causas judiciales nada tienen que ver con el procés.
