La Comunidad de Madrid ha anunciado que presentará un recurso de inconstitucionalidad al real decreto del plan energético del Gobierno de España al considerar que se está «poniendo en cuestión las competencias propias» de la Comunidad, en concreto, las ligadas al comercio.
